      <title>Region Maintains High Pace of Transformation: Magadan Completes Ten Master Plan Projects and Keeps Momentum</title>

      <description>Yury Trutnev, Deputy Prime Minister of the Russian Federation and Presidential Envoy to the Far Eastern Federal District, chaired a meeting on the implementation of Magadan’s master plan.&#13;
"Following the instructions of President Vladimir Putin, work continues on the master plans for 25 Far Eastern cities. Today, we are reviewing the progress in Magadan, where the development plan includes 45 projects totaling 135 billion rubles. Currently, 71 billion rubles (53% of the total requirement) have been allocated from various budget levels, utilizing infrastructure loans, debt write-offs, the 'Far East Concession,' and presidential subsidies. We aim to secure 100% of the necessary funding," Trutnev stated.&#13;
To date, 10 projects worth 20.7 billion rubles have been completed, including a new airport, "Mayak" Park, and an engineering school. Key infrastructure repairs and educational facility renovations are also finished. Another 13 projects are scheduled for completion in 2026.&#13;

In 2025, following the instructions of the Prime Minister of the Russian Federation, the Ministry for the Development of the Russian Far East and Arctic completed the update of master plans for 25 Far Eastern cities. Last October, the Russian Government approved these changes. In total, the master plans for these 25 cities involve the implementation of over a thousand infrastructure projects.&#13;
According to Aleksey Chekunkov, Minister for the Development of the Russian Far East and Arctic, the progress of master plan facilities is monitored through a specialized information system:&#13;
"This is a unified tool used by the regions, the federal government, and federal ministries alike. Our task is to work systematically. The federal budget is planned three years in advance."&#13;
Sergey Nosov, Governor of the Magadan Region, reported on the implementation of the master plan in the city of Magadan.&#13;
"We are continuing our work on these projects, including efforts to attract various sources of funding. Life changes, and so do our approaches to planning. What was relevant yesterday and required federal funding is now being addressed through other sources and programs. By prioritizing the tasks set by the President, we are preparing proposals to update the specific measures of the city's master plan. Our immediate priorities include capital repairs of residential buildings, the improvement of public spaces, and the renovation of roads and sidewalks. This year, we are launching major projects: an infectious disease hospital, the second stage of coastal reinforcement, a solid municipal waste landfill, a museum, and the reconstruction of an obstetric building into a children's clinic. Construction has also begun on a four-star hotel, and we are working on the 'Russia' exhibition center project. Assessing our capabilities, we realize we have a unique chance to complete these landmark projects by the centenary of Magadan's founding. I believe we can mark this milestone with dignity," the head of the region stated.&#13;
This year, as part of the Magadan master plan, construction is expected to be completed for a maternity hospital, a multi-purpose rehabilitation center, an all-season ski jump complex, the Elena Välbe Ski Stadium, and other facilities. Additionally, courtyard areas will be renovated, and new electricity and heating networks will be installed.&#13;
Work also continues on the Marine Tourism Center. Funding for this project was secured through the write-off of two-thirds of regional budget loan debts. The center is scheduled for completion in 2027. Furthermore, the Marine Logistics Center project is underway, with design and survey work already completed.&#13;
The meeting also reviewed the progress of the President's instructions following his visit to Magadan last August. These include the construction of the Magadan Regional Phthisiology and Infectious Diseases Dispensary, the completion of the Regional Maternity Hospital, and the reinforcement of the Sea of Okhotsk coastline in Nagayev Bay.&#13;
"The Ministry of Construction of Russia is responsible for eight infrastructure projects with a total funding of 25.3 billion rubles, of which 8.7 billion rubles are provided from the federal budget. I would like to note that the construction of heating networks within the Gorokhovoye Pole development project, for which 0.145 billion rubles were allocated, is nearly complete at 98%. Regarding the 'Nagayevskaya' heating main No. 5, 100% of the allocated 2.053 billion rubles were utilized in 2025. The application for the third stage has been approved within the limits of treasury infrastructure loans, and the project itself is included in the mechanism for writing off 2/3 of budget loan debts, which frees up 8.51 billion rubles for the region," reported Aleksandr Lomakin, First Deputy Minister of Construction and Housing of the Russian Federation.&#13;
The meeting also discussed the expenditure of federal funds through the "Unified Presidential Far Eastern Subsidy" provided via the Ministry for the Development of the Russian Far East. Since 2023, 13.4 billion rubles have been allocated for 11 initiatives, including the reconstruction of the Advanced Vocational Training Center, courtyard improvements, and nine social facilities under the "Far East Concession" program.&#13;
As Russian Senator Nikolay Ezhov noted, the implementation of master plans for Far Eastern cities is under the special supervision of the Federation Council, ranging from legislative support to the monitoring of budget funds.&#13;
"Today, Magadan is a strategic outpost for Russia in the Northeast. The fact that the President included our city in the master plan program is the best proof of that," the senator stated. "I am confident that under the leadership of Kolyma Governor Sergey Nosov and the oversight of Yury Trutnev, the Magadan Region will stay the course, and by its centenary, the city will present itself in the image it deserves."&#13;
The development of the "Talaya" sanatorium was discussed separately.&#13;
"A unique resort is being created. This project goes beyond the ordinary. A modern sanatorium, built according to the latest construction standards, is emerging in the taiga, 300 km from Magadan. Work on power supply is currently being finalized. The sanatorium is fully staffed. I hope this resort will benefit not only the residents of the region but all of Russia," emphasized Yury Trutnev.&#13;
"It is important that the launch of the power lines and the 'Talaya' sanatorium are under the special control of Yury Trutnev and Sergey Nosov. Immense work has been done, and the people of Kolyma are sincerely looking forward to this event. I am sure it will open new perspectives for the Magadan Region," said Alexander Basansky, First Deputy Chairman of the Magadan Regional Duma and investor in the "Talaya" resort project.&#13;
Summarizing the meeting, Yury Trutnev drew attention to the personal responsibility of those involved in the implementation of the master plans.&#13;
"We are all working and trying to do useful things for the development of the Far East and all of Russia. Nevertheless, I would like to highlight the master plans as a separate theme. In essence, we are changing the face of our country. If we can implement these master plans—and we must—the Far East will change, and thus the entire country will change. I will insist that this work be carried out with high quality and on time, in accordance with the tasks set by the President. I ask the Ministry for the Development of the Far East to conduct constant monitoring of how all these tasks are being implemented," the Vice Prime Minister concluded.</description>

      <title>Magadan Region continues bridge construction over Avenirych Creek</title>

The national project "Infrastructure for Life" provides for comprehensive works on the core network — key roads and transport corridors that ensure connectivity for remote settlements in the Magadan Region.&#13;
Construction and installation works on the bridge are scheduled to resume this June. The 2026 work plan includes the installation of bored piles, monolithic concrete works, and the installation of guardrails on the approach roads. The total length of the bridge structure is 77.28 linear meters.&#13;
The facility is scheduled to be commissioned in 2027.</description>

This achievement reaffirms the Magadan Region’s status as a premier gold-mining hub, carrying forward the historic traditions of "Golden Kolyma."&#13;
Nationwide, Russia's gold reserves grew by 614 tons in 2025. Of the 317 newly registered deposits, 276 are for solid minerals, highlighting the efficiency of state-led exploration efforts.&#13;
"Positive growth dynamics in reserves were maintained across most raw materials in 2025. Oil and condensate reserves increased by 640 million tons across all categories, while gas reserves rose by 670 billion cubic meters. Discoveries in regions with deep-rooted mining traditions, such as the Magadan Region, ensure the steady replenishment of the nation's mineral resource base," noted Alexander Kozlov, Minister of Natural Resources and Environment of the Russian Federation.&#13;
In 2026, exploration in the Magadan Region will continue under the federal project "Geology: Revival of a Legend." Research is planned for several promising areas, setting the stage for further growth in gold and other strategic mineral reserves.&#13;
The opening of the Dubach deposit strengthens the Magadan Region's position as a key center for the Far East's mineral resource complex. It is expected to bolster regional socio-economic development through job creation and increased tax revenue.</description>

The index is composed of 50 indicators across 6 key blocks, ranging from tourist volume and infrastructure development to online interest, safety, and sustainability principles. This provides a comprehensive overview of each region. The rating serves as a guide for travelers seeking destinations that offer a harmonious blend of natural beauty, cultural wealth, and environmental responsibility.&#13;
Among the regions of the Far Eastern Federal District, the Magadan Region holds the second position.&#13;
"In the Magadan Region, tourism sustainability is defined by its remoteness and limited accessibility. While this restricts mass tourism flows, it creates the perfect prerequisites for developing eco-oriented tourism practices," the rating organizers stated in their final report.&#13;

·         REO Financing: The bulk of the funding—approximately 4.5 billion rubles—will be provided by REO in the form of a preferential loan.&#13;
"The Magadan Region is taking a strategically important step by forming a comprehensive waste management system. This will increase processing and recycling volumes, reduce the burden on landfills, and ensure a transition to a circular economy. The project is fully prepared for financing and complies with all state expert appraisal requirements," REO’s press service emphasized.&#13;
Design and estimate documentation for the facility has been completed, and positive conclusions from state expert reviews have been obtained.</description>

The decision to create a priority development area in the Magadan Region was announced at a Cabinet meeting by Russian Prime Minister Mikhail Mishustin. He noted that the region has had a SEZ for 25 years and the total volume of capital investment during this time has amounted to more than 200 billion rubles. Also, about 12 thousand jobs were created. At the same time, modern conditions require updating state support measures for investors.&#13;
"Priority development areas are one of the most popular instruments and regimes. Investors receive benefits and preferences, including tax and customs. They are also provided with land plots and the corresponding infrastructure in a simplified manner," explained the head of the Russian Government.&#13;
According to him, the creation of the priority development area will help to create more favorable conditions for business in the Magadan Region. At the same time, the possibility of using the free customs zone procedure will remain.&#13;
"I think this is great news for the enterprises of the Magadan Region. We visited this region in August and saw a very large number of companies, enterprises, businessmen who want to continue working here and improve their region," said Mikhail Mishustin.&#13;
The head of government recalled that in the Far East, on the instructions of the head of state, a large-scale set of measures aimed at developing the economy, the social sphere and stimulating business are being implemented, which are proving their effectiveness.&#13;

It also includes a restaurant with a view of Nagaev Bay and a conference hall for events. The new tourist infrastructure will allow to receive more than 40 thousand guests annually.&#13;
Currently, there is not a single hotel of this level in the Magadan Region. In addition, this facility will become a harmonious component of the sea façade of Nagaev Bay, which includes the White Nights Embankment, the Morskoy Square and the Mayak Park and is already a calling card of the region.&#13;
This is also part of the work of regional authorities to fulfill the President’s instructions on the development of the tourism infrastructure of the Magadan Region and the implementation of the Magadan master plan.&#13;
