In his speech at the plenary session of the ninth Eastern Economic Forum, the Head of state twice noted the positive experience of the Magadan region.
For the first time, when he mentioned the experience of social facilities construction in Magadan region at the expense of the single subsidy mechanism. And in the second, he mentioned the region as one of the leaders in implementing the master plan.
"The single subsidy has become a powerful financial lever for the Far East concession mechanism. Its task is to attract private investment in social projects. Businesses have already planned to invest more than 120 billion rubles for this purpose. 36 such initiatives are being implemented. The work is already underway. For example, a year-round ski resort is being built here in Primorye, a national museum and theater in Ulan-Ude, a new community center will appear in Petropavlovsk-Kamchatsky, and an art museum in Khabarovsk. New sports complexes are being built in Magadan and Chita," said Vladimir Putin.
He drew attention to the fact that today schools, airports, bridges, highways, and urban transportation are being built across the country within the framework of public-private partnerships.
"It is very important that private investments are attracted taking into account long-term plans for the development of industries and territories, as well as our settlements - towns and villages. It is for their comprehensive development that we are actively promoting a fundamentally new tool. In order to recognize the subjects of the Federation and agencies that are making the most active progress in this work, the Ministry for the Development of the Far East [and the Arctic] has compiled a special rating. Sakhalin and Magadan regions, the Republic of Buryatia, as well as Kamchatka and Khabarovsk Territories are the leaders in the implementation of master plans. I thank my colleagues for the pace they have gained, and I ask them to continue to increase it," the President of the Russian Federation noted.
He also emphasized that the experience of the Far East will become the basis for scaling up the practice of master plans.
"As it was noted in the Address to the Federal Assembly, by 2030 such strategic documents will be prepared for 200 settlements of Russia, that is, we will scale up: 22 settlements today in the Far East, 200 - throughout the country, including reference cities that contribute to strengthening Russia's technological sovereignty," Vladimir Putin added.
