Yuri Trutnev: Magadans should live in a comfortable city

Deputy Prime Minister of the Russian Federation, Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District. Yuri Trutnev held a meeting on the implementation of instructions on the realization of construction projects in the Magadan region.

“Today we will discuss the construction of significant facilities for the Magadan region in such fields as energy, tourism, healthcare and education. These are projects, the implementation of which is carried out within fulfilling the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin and the Government of Russia. In fact, these are issues of coordinating the work of federal authorities and the region,” Yuri Trutnev stressed, opening the meeting and drawing the attention of the audience one more time to the fact that “the development of the Far East has been designated by President of the Russian Federation Vladimir Vladimirovich Putin as a national priority.”

“Now we continue to work hard. Almost 3 thousand investment projects with state support are being implemented in the Far East, 3.6 trillion rubles of investments have been attracted. Economic development is of particular importance for the territory of the Magadan region. The climate here is harsh, people should live in comfortable conditions, see that a comfortable city is around them,” he said.

The progress of the construction of the power line and the Talaya substation was discussed. "The implementation of the project will allow the village of Talaya to be connected to the centralized power supply system. A modern sanatorium complex has been built in the village, a year-round greenhouse that supplies Magadan with fresh vegetables. Today, there is diesel power there, the necessary level of reliability is not provided,” Yuri Trutnev said.

Design and estimate documentation has been developed for the construction of power lines and the Talaya substation, and a positive conclusion of the state expertise has been received. In 2023, the government of the Magadan region concluded a concession agreement on the creation and use of facilities for the transmission and distribution of electric energy in the Khasynsky municipal District (Talaya village).

“The reconstruction project of the famous Talaya resort is very important for the development of the region and Kolyma residents are looking forward to its opening. In many ways, Talaya will become a driver of tourism development, a business card of Kolyma,” said Sergei Nosov, Governor of the Magadan Region.

Yuri Trutnev instructed the Ministry of Regional Development of Russia, the Ministry of Energy of Russia, PJSC RusHydro, together with the region, to work out the issue of financing the construction of power lines and the Talaya substation.

A project to create a marine tourist center in Magadan was presented. Last year, a concession agreement was concluded regarding the establishment and subsequent operation of a small-size vessel and marina service center in Nagayev Bay. The facility's financing is being structured and financing parameters are being agreed upon.

“The Marine Tourist Center is part of the unique marine facade of Magadan, a continuation of the Mayak Park and the city embankment. The creation of the center is included in the city's development plan,” Yuri Trutnev said.

Three projects included in the Magadan development plan were considered: the construction of a regional maternity hospital, the construction of a complex of medical and diagnostic departments of the State Medical Institution “Magadan Regional Dispensary of Phthisiology and Infectious Diseases”, as well as the reconstruction of the building and equipping the educational and laboratory building of the Magadan Polytechnic College.

“Magadan is one of those territories for which a master plan is being developed on behalf of the President of Russia. The decision of the head of state is strategic. It is aimed at putting in order and modernizing the 25 largest settlements and cities of the Far East. We will definitely implement the master plans, and we will build all the facilities that are included in the master plan,” said Yuri Trutnev.

The construction of a regional maternity hospital with 80 beds with a women's consultation for 100 visits per shift with a day hospital for 10 places is being carried out on behalf of the President of Russia in Magadan. The construction readiness of the facility is 61%. The building is scheduled to be put into operation by the end of 2024. The region, together with the Ministry of Health of the Russian Federation, is designing a complex of medical and diagnostic departments of the Magadan Regional dispensary of Phthisiology and infectious diseases.

Yuri Trutnev instructed the Russian Ministry of Health, together with the region, to submit an agreed decision on financing the project within a week.

It is planned to reconstruct the building of the educational and laboratory building of the Magadan Polytechnic College. Engineering preparation of the construction site will begin in the near future. The laboratory complex of the college will be equipped with funds from the presidential Far Eastern subsidy provided through the Ministry of Regional Development of Russia and funds from social partners. "Federal ministries and departments, the region, and contractors need to work as a single team. Only then will the work be effective," Yuri Trutnev summed up the meeting.
