Municipal investment standard 2.0 (MIS 2.0) is a system of quality of work with investors on the territory of a municipality of the Magadan Region, including a structured set of documents regulating the procedures for supporting the planning and implementation of investment projects, coordination of Local Self-Government Authorities in the implementation of municipal services and promotion of investment opportunities of the municipality.
The purpose of MIS 2.0 implementation is to increase investment attractiveness of the municipality of the Magadan Region.
List of requirements for municipalities:
The presence of an investment commissioner and (or) a structural unit of the municipality on issues of investment projects implementation.
The presence of a deliberative body under the Head of the municipality.
The availability of a strategic planning document developed at the municipal level.
The availability of regulations on support of investment projects on the territory of the municipality.
The availability of key performance indicators of the Head of the municipality.
The availability of direct communication channels between investors and Heads of the municipality.
Creation of a specialized section on investment activities on the official website.
The availability of investment profile of the municipality of the Magadan Region.
Providing professional training and retraining of officials in charge of assisting in the implementation of investment projects on the territory of the municipality and attracting new investors.
The availability of approved urban territorial planning and urban development zoning documents in the municipality.
Implementation of measures to increase the share of fulfilled obligations under contracts with small and medium-sized businesses in area of the procurement of goods, works and services for municipal needs in the total value of municipal contracts in the municipality.
Competition development activities in the territory of the municipality.
Implementation of the system of regulatory impact assessment of projects of municipal normative legal acts and expert examination of existing municipal normative legal acts affecting the issues of entrepreneurial and investment activities.
The availability of a cooperation agreement between the municipality and the Ministry of Economic Development, Investment Policy and Innovations of the Magadan Region.
